Fresh Water isn't as abundant as you might think. When you get far enough in the game that you find yourself in a location known as Slurry Quay, you're on the right track.

Slurry Quay is the super-small village you're deposited in by the boat sailing from Port Llaffan. Leave the village and head due north from there, towards the waterfall. If you're lucky, Fresh Water should be sitting on the ground around the waterfall shining stars represent the item. Grab it, return to Angel Falls, give the Fresh Water to the man there, and take the tonic he creates. Then, return the tonic to Angus to receive your well-earned prize -- a Seed of Life.
